Safety & Security — What senior management is accountable for
Operator responsibility
Duties can be delegated, responsibility cannot. What remains is the duty to organise, monitor and document the delegation.
What senior management owes
Responsibility remains with senior management, even when tasks are delegated. Four steps decide whether that holds up in an emergency or only exists on paper.
01
Know the duties
Which operator duties apply to buildings, installations and processes? Without a complete picture, any delegation remains patchy.
02
Delegate
Assign tasks to suitable people or service providers, in writing and with clear powers. Whoever takes them on must also be able to carry them out.
03
Monitor
Spot checks, reports, inspections. The duty to supervise cannot be delegated — it stays with senior management.
04
Document
Inspection deadlines, records, briefings. What is not documented can hardly be proven when damage occurs.
